Scope and Limits
This project includes the reconstruction of Taxiway Bravo from Taxiway Bravo 1 to the Runway 31R threshold (Phase Ill) and from Taxiway Papa to Gate 2 (Phase IV). This project includes the reconfiguration of the intersection of Taxiways Mike, Bravo 1, and Bravo 2 (Phase Ill) as well as the construction of Taxiway Mike from Taxiway Mike 5 to Taxiway Bravo 5 (Phase IV). All taxiways within the project areas will receive LED signs and new taxiway centerline and edge lights.
Changes and development
Taxiway Bravo is parallel to Runway 13L-31R with length 7752 ft. Taxiway Mike will be extended to the full length 7752 ft and it is parallel to Runway 13L-31R too and it is located between Runway 13L-31R and Taxiway Bravo. The section of Taxiway B included in Phases Ill and IV was constructed in 1956 with no reconstruction or major rehabilitation efforts occurred since that time; the section of Taxiway M included in Phase Ill was reconstructed in 1946 with no reconstruction or major rehabilitation efforts occurred since that time as well; while the section of Taxiway M included in Phase IV will extend Taxiway M by 1800 ft. It will be the same length as Taxiway B.
The severity of surface distress, identified in the 2015 Pavement Evaluation, which were caused by load and climate related conditions, validate the reconstruction of this pavement. The minimum useful life for pavement reconstruction is 20 years. The section of Taxiway B and M pavement is over 60 and 70 years-old and well beyond its functional life. These sections of Taxiways B and M have Pavement Condition Index (PCI) values of 44 (poor) and 64 (fair) respectively. The project will also focus on removing old "Y" shaped taxiway connectors (M2/B2 and BS/B6) and replace them with new 90° connectors M2 and MS respectively.
Taxiways Band M have experienced an increase in activity since the completion of the new terminal. The new Terminal configuration places more demand on these pavements. Taxiway B reconstruction from Taxiway Ml to Taxiway B2 is necessary to maintain safety and capacity on the airfield. In addition, the reconfiguration of the tenant ramp and road alignment at the approach end of RWY 31R are also necessary to prevent runway incursions in a congested section of the airfield; Taxiway M extension (Phase IV) will enhance capacity by extending Taxiway Man additional 1,800 linear feet from taxiway B4 to Taxiway D. The additional capacity is needed for the Runway 13R-31L reconstruction project in 2020.
Airfield improvements are needed at DAL because certain aspects of the airfield do not meet FAA design standards; for example the current "Y" shaped taxiway connectors between Taxiway B, M and Runway 13L-31R are not compliant with the current FAA requirements and this project will address this issue.
TWY B Phase Ill will complete the reconstruction of TWY B. The pavement of TWY B was in poor condition and was in need of replacement. The pavement and associated connectors will be brought into the FAA's current design standards. Phase IV of this project will complete the construction of TWY M between TWY B4 and TWY BS, to improve the ground movements of aircraft and to eliminate operational issues during future projects.
Improvements (how the project will achieve the purpose above): The project will completely improve and extend the pavement service life, improve the drainage system under the project area, improve the signage system within the project area.
A stormwater pollution prevention plan is in effect to mitigate any impact from stormwater runoff during construction.
